Dual PC Stuttering but no dropped frames(analyzer not helping)

Ive been trouble shooting my smearing issues all day. Firstly, I was dealing with an insane amount of pixelation and smearing. I think i have that solved, but now I am dealing with a stutter/pause problems. My streams and recordings last night were extremely blurry, and now the recordings are stuttering.

Streaming PC:
GPU: Rtx 3060TI
CPU: AMD Ryzen 7 5800x 8-core

Gaming PC:
GPU: RTX 4090
CPU: AMD Ryen 7 7800x3d

Capture card to transfer audio and video:
El Gato Hd60x

Canvas and output: 2560 x 1440p

I guess you're watching the video using the windows player. Use VLC player intead.
Or a good modern updated video editor.
