Question / Help Dual PC Stream Low FPS in OBS only

Hello,

I have a dual stream PC setup where i am using my capture card as my.third monitor and projecting my game capture full screen on that capture card monitor.. In game my fps are fine but in obs on my.gaming pc my fps are showing 20ish. My CPU usage is like 1% on gaming pc obs.any idea what is causing it?

My gaming specs:
1080ti
I7 4790k
16gb
Windows 10

Pc rig:
980
I7 4790k
8gb
Windows 10
 
Just and update, I am seeing my GPU usage at 99% when playing overwatch and it lags in OBS while playing cuphead my gpu usage is at about 66% and doesnt lag in OBS. I made my resolution 720 in overwatch and it looks like that helps in OBS the fps was showing 60. So with a 1080ti it seems impossible to play at a higher resolution without it lagging in obs? Kinda disappointing.
