So far, the time I've spent even getting to the point where I can boot up my streaming PC is much longer than I would like to admit. Here's my problem anyways:
When using EITHER QuickSync or H.264 (in my streaming PC), just while OBS is idle, my CPU usage for it is anywhere from 20-30%. While streaming, It jumps up to about 50%, then goes up even higher when using a simple Stinger Transition that I made. I'm constantly having encoding overloading messages while this happens. Below are the specs of the streaming PC:
Intel Core i5 4570 (3.2Ghz)
Gigabyte H81M-P33
Intel Pro/1000 PT LAN card (My motherboard's LAN is broken)
Elgato HD60 Pro Capture Card
8Gb RAM
I'm not using a graphics card for my streaming PC because I need to use both PCIe slots. My motherboard's onboard LAN somehow broke and so I have to use a card for it. The other PCIe slot is of course for my capture card. Since I'm using onboard video, it might explain why QuickSync isn't performing how it should, but even so, the CPU usage is not where I was expecting it. Here's my log file for anyone interested:

Any help or input to why this happening is appreciated. Right now I'm at the point where I think it would be better if I just returned the capture card and saved my money for Ryzen and streaming with a single PC. It just seems like too much of a hassle to warrant the video quality improvements.
