Dual PC + Capture Card Problems?

Hi everyone!

I posted a couple months back as I was troubleshooting my single PC set up - I mostly just had problems with dropping frames and the like, I was able to get on top of this and had some perfect settings for my single PC set up HOWEVER, I had wanted to upgrade to a dual set up for so damn long and I finally got to build a streaming PC build to spread the work load, not only that but I do a LOT of graphic design and video editing and having 2 PCs makes my work far more efficient so going back to a single PC set up is not really an option.

Last week when I built the system, I ran an external capture card (AverMedia Live Capture Portable 2 PLUS) and learnt quickly after my research that this card is more optimized for console gaming + it has some frame rate issues anyway, it struggles to stay consistently at 60 fps, purely a hardware issue. No big deal - I went and bought an internal capture card (AVerMedia GC570D Live Gamer Duo), I had plans on doing so some day anyway.

When I ran my external capture card, I found the image had some discoloring to it and like there is a hue over it, and then running my brand new internal capture card has the EXACT SAME PROBLEM (but mind you, the frame rate is SUPER smooth in comparison to the external card!) I have some concerns it may be to do to with the monitors I am using as my main monitor is 165hz monitor whereas my other two only go up to 75hz max but I have been told this is irrelevant.

Examples
stream encoder recording using the new internal capture card - pixilation is an issue, but I don't think I will touch the streaming settings until I get the picture sorted, one thing at a time!

*I have also realised I attached a photo to this post, that is what my OBS on my gaming PC looks like on my streaming PC.

Specs:
GAMING PC

➼Intel Core i9-9900K @ 3.60ghz
➼16GB RAM (G.Skill 16GB Kit DDR4 Trident Z RGB 3200MHz C16)
➼AMD Radeon RX 5700

STREAMING PC
➼Intel Core i5-10400f
➼16GB RAM (AOROS RGB Memory DDR4 16GB 3333MHz)
➼GTX 1660 Super 6G

I am connected via Ethernet, I ran a speedtest about a moment ago and found I'm currently receiving 54mbps download and 18mbps upload.

This is probably one of the strangest issues I've ever had, and I haven't even thought about getting the audio to work between these two computers just yet (eek!). I have accepted this set up will take some time, some patience and probably some more spending to get to work, but this is an investment, I take streaming and content creation very seriously. It's been a bit of an upsetting week but I've got an internal capture card, I've got 2 PCs and I've got an internet connection, I just have to find the source of my problem/s. There is probably a massive chance I just don't have it set up properly, and I hope its the case.

Please let me know if there is any other additional information I can provide or if any problems with any information I have provided.

Thanks in advance everyone.

EDIT: provided context for the attachment I didn't realise I uploaded.
