Okay so i have been trying to get the audio for my dual pc setup fixed for a while now and just can't figure it out.

Here's what i have:

What I'm trying to achieve: Hear and get audio from both pc's into stream PC so OBS can hear them both

What I have achieved: I hear both pc's through the board fine but obs only picks up stream pc.

In obs settings i have the playback set to the board but it gets this loud constant clicking/chirping: https://www.youtube.com/watch?v=pm-6r5vV6t4

Here is what my board currently looks like with everything plugged in: http://imgur.com/zVPw7R9

Channels 3/4 is gaming pc audio, Channels 5/6 are streaming pc audio and then I have the RCA's going from 2 track out to streaming pc Line in.

Please help me because it's frustrating the crap out of me and I have no idea what I'm doing. Video i have fine, Audio is just kicking my butt and i just want a sexy looking stream...

Post a logfile from OBS. We need to see how it is configured, and the log will contain all relevant information.

Please note that if you're using the USB interface on the Behringer, they do not deal well with being used as an input and an output at the same time. Also, most have issues if the Behringer drivers are installed; the default Windows drivers work much better.

You're trying to use the USB output channel as the desktop interface. There's no audio there.

Set your Mic channel to your motherboard's Line-In port. You can also set it to the 'USB Audio Codec (line in)' device, to use the Behringer's USB interface, and not need the cable going to the mobo line in. I'd recommend trying both; the Behringer USB modules are pretty crappy, so you'll likely get better audio through the mobo line in port instead.

Why are you using a USB all-in-one mic when you have an XLR mixer? You'll need to use the DirectShow audio plugin to pull that in.

You also can make a tweak to the OBS ini file to enable selection of recording devices as the Desktop input. Edit %APPDATA%\obs\profiles and add the line InputDevicesForDesktopSound=1 to the appropriate profile ini file. Then you can select the mobo sound card line in or USB audio interface as the Desktop channel, and keep the AIO as your mic channel.

I'm honestly about to give up on this dual pc crap... This is the most confusing crap I've ever done in my life

I just bought the board for the dual pc setup yesterday. I've used this usb mic since i first started streaming so thats why i have that. I really have no knowledge on how to do any of what you just asked me and im just so confused...

Exit OBS.
Go to %APPDATA%\obs\profiles.
Find your profile.
Open the INI.
Add the line I'd listed above (or change the existing one from 0 to 1 if it's already there).
Start OBS.
Edit your Settings, and set the desktop channel to the motherboard's sound card Line In device.

Welcome to the simple end of audio setup for a 2PC setup. There's a reason people say not to bother with it unless you're streaming professionally. It gets worse from here.
