I have been playing around with every setting imaginable and I just can't seem to figure out how to get a smooth 1080p 60 FPS stream going here.

My internet is very good and from what I've been told my computer is just fine as it's a dedicated streaming computer and I'm doing actual gaming on my other computer.

Can anyone help me to figure out how to make my stream smooth and no skipping and jumping?

See my comments below;

1) Change your Sample Rate Audio to 48Khz. Elgato HD60 Pro captures the audio at 48Khz so using 44Khz at OBS means additional workload for the streaming computer.
2) Change your video filtering at OBS to Lanczos. It will provide better streaming quality for your audience.
3) I checked your logs. There is no any info about your streaming details e.g. lag, encoding problems etc. Check your OBS logs and share the related ones.
