Droppings FPs On FB live log file included

Hello guys , my issue is that while streaming at fb live my fps are moving from 10 fps and returning to 60 fps. My system is the following.

Streaming pc encoding with elgato hd60s Playstation 5 OBS to FB live.

Gpu rtx 3070
Corsair vengeance 2x8 16gb
Cpu ryzen 5 3600

Internet download 126 mb
Internet upload 10mb

The obs output is set to 1080p and 60 fps.

The only issue is that fps are dropping during stream.
