Bug Report Dropping several frames at once while streaming

Ever since I updated my obs to the lastest version I've getting several dropped frames at once for some reason.

After the first ten seconds I start streaming the colored icon instantly goes from green to red and I'm dropping over 100 frames per second. After over 200-300 frames have been dropped, my stream goes offline and I get the reconnecting message on obs.
I have no idea what's the problem. I have messed around with streaming settings but it keeps happening. And I know it's not my internet because I used xsplit and it works fine. Please help.

I just try stream on every single sever in the us and I'm still getting the same problem.

Should I just uninstall the lastest version of obs and go back to the previous version because I had no problems with that one? Or is this a entirely different issue that has nothing to do with version difference?

You're streaming on a laptop, correct? Is that CPU really 1.5GHz?

If it's a laptop, I assume you're using wifi. That could cause a lot of problems for real time streaming if it's not a good quality connection.
Could you do a speedtest.net test and show the results here?

Yes it's true, I'm using a laptop with a 1.5GHz processor and wi-fi. Unfortunately I have dsl so my upload and download isn't the best or suitable for the "highest quality of streaming" but I'm able to work with it and it never presented too many problems in the past.

I'm no trying to be mean here, but please consider giving up streaming until you at least have more than 16 Kilobyte per second of upload on average.
As of right now, it's almost enough to stream a small forums profile picture.

Oh I know, I wasn't taking it as being mean. But is there a reason why I can't stream at the state my upload speed's at right now? Because I've been streaming with this upload speed for a few months now and I never had any problems before with it. And it still doesn't really explain why I'm all sudden having this problem right after I updated obs; but before I updated it was working fine with no dropped frames at all.
 
Your current upload speed is roughly 133 Kbits/s you have your current bitrate set to 230(and sometimes 150 which is still over your upload speed), That is the basic problem right here.

Using the estimator: http://obsproject.com/estimator a bitrate of 111 should stop you dropping frames but I'm surprised you get anything at all with such a bad connection.

I just adjust those settings to what you said and I'm still getting the same problem. But I don't think it's my internet, even though it's pretty bad. I think it may have something to do with the lastest update. Is there a way to uninstall the most recent update and install the previous one, if so where can I find it?
