Question / Help Dropping More Frames After Fixes

My streams have been getting progressively worse and I've tried everything I know to do. Any help would be GREATLY appreciated. I've tried lowering game settings, lowering bitrate, resetting my modem, closing all unnecessary programs, and disabling my secondary monitor. I understand my PC isn't the best anymore, but things used to be fine. I'm not sure why it would be getting worse. I've been using Restream for a while, but after issues tonight, I decided to finally just stop my stream and start over, streaming directly to Twitch (which has been the least problematic). But it still got worse - dropping over 60% of my frames. I'm including logs from both stream attempts tonight and can submit more if it will be helpful. Again, any help at all would be very, very appreciative.

For anyone having similar issues who have already gone through the list Herold posted, it seems my issues are happening somewhere between my modem and the streaming relay server. I'm thinking it's my ISP since I've tried everything in the list Herold linked. I'm not sure there is anything I can do about it other than stopping streams that go bad and only streaming when the connection is good. It's highly frustrating, but there may not be much else to do in these situations.
