Question / Help Dropping Huge Frames and OBS freezing

Ok, so I was streaming from the Xbox with no issues. No Frames drops, no freezing. I moved to a computer game 7 Days to Die and got 2400 frames drop and the fps kept fluctuating between .09 and 4.9 fps. So I'm like wow, that's weird. I stop that game and no dropped frames and back at 30 fps. I try Rust, Exact same issue, stop playing it, back to perfect. Tried Shattered Skies, same issue. Stop, no issue. I finally had enough and went back to streaming to Xbox through Elgato card. 3 hours of streaming, no settings changed through all of this and I have NO issues with Xbox and Elgato. So it is just Computer games streamed right from the computer. Please help, I am supposed to stream Shattered Skies today on my multi-streamer channel.

I am running Windows 7 pro 64 bit with an i5 6600K - 8GB Ram and a GeForce GTX 1060 6GB graphics card

also a 2 montior system with no monitor issues, although I do have trouble with Ark game sound.

oh! I run at a 2000 bitrate and 1920 x 1080 base with 1280 x 720 output with a Bicubic (16 samples) at 30 fps
