Question / Help Dropping Frames

i have this problem when i start streaming , after a few seconds ... The stream will stop and it will start again . I have tried changing the bitrates , changing the scence buffering time , change the cpu preset and it still doesnt work .
Pc specs
intel core i7-3770
ram 8gb
64bit
windows 8
download 90kbps
upload 8mbps

Another problem is , i cant see my video preview when im on my dashboard .
help me with this too if possible .

please explain more what you want

what do you mean by "the stream will stop and it will start again"

do you have a circling buffer symbol in the middle of the stream

or does the stream show a stopped video and the audio continues

the video and sound will stop . like the whole stream froze. it just stop. then after a few secs , it will be back up for a few seconds again . then it will keep repeating .
