Question / Help Dropping Frames with good internet?

i can only set my bitrate to 1500 or lower and even then i still drop frames it has nothing to do with cpu because i have a 4770k speed test- http://www.speedtest.net/my-result/4275743100 is my isp throttling me? i called comcast about it and they said that they can send a tech but if they find no problem they would charge me $100 i think they would just unthrottle me and then charge me $100
