Question / Help Dropping Frames while steam or battle.net is active

When I am streaming with obs, and steam or battle.net is off (not running in the background) I drop 0-1% frames. My upload speed is consistent. However, if I play any game that uses either service, or if they're running in the background, my upload speed constantly jumps from 100Kbps to 23Mbps. I have been testing other programs use internet (browsers, games that don't use these services) and they don't cause the upload speed inconsistency that steam and battle.net do. I would really appreciate if anyone could help me with this.
