Dropping frames when OBS is open doesn't matter what game.

Hello,

PC Specs
Gaming Computer
i9 7980XE
2x GTX 1080 TI's
128GB of Ram

Streaming Computer
i7 10875H
64GB RAM
Quadro RTX 5000

On my gaming computer when ever I open OBS and or StreamLabs OBS my game instantly starts dropping frames even without starting the stream. I am using NDI to stream to my second computer and when running these tests I do have NDI disabled.

Doesn't matter what game I load or just looking at the desktop it shows the frame drop, where would I start to troubleshoot this?

Thanks

1. The version of Windows you are running (1909) has a limitation which causes performance issues in hardware accelerated applications (such as games and OBS) if multiple monitors with different refresh rates are present. Your system's monitors have 2 different refresh rates (240 and 60 Hz), so you are affected by this limitation.

To fix this issue, we recommend updating to at least the Windows 10 May 2020 Update. Follow these instructions if you're not sure how to update.
2. To ensure that OBS Studio has the hardware resources it needs for realtime streaming and recording, we recommend disabling the "Game DVR Background Recording" feature via these instructions.
3. One of your audio devices has a sample rate that doesn't match the rest. This can result in audio drift over time or sound distortion. Check your audio devices in Windows settings (both Playback and Recording) and ensure the Default Format (under Advanced) is consistent. 48000 Hz is recommended.
OBS Sample Rate: 48000 Hz
Line (Elgato Sound Capture): 48000 Hz
Microphone (Scarlett 2i2 USB): 44100 Hz
MIDI (Elgato Sound Capture): 48000 Hz
4. Run OBS as Admin. Right click on short cut, properties, advanced, check box, ok, apply, ok
5. Display Capture is the last resort. Build your scenes with Game/Window/Video Device Capture etc.
6. Cap your games at 240 FPS if playing only on the those monitors, otherwise 60.

It was most defiantly me dragging my active OBS window to another 240hz monitor, I feel stupid.
