I have an i9-10900F, RTX 2070 Super and 16GB of ram.
I only drop 1-4 frames every time I change scenes but it annoys me because this setup should be more than powerful enough.
Looking at my pc's resources:
My streaming specs:
I've tried streaming 720p but it doesn't change anything.
I have the latest windows update.
Both my monitors are running 60Hz.
I've tried everything but nothing helps. Maybe my OBS is just broken.
Lately I've also randomly dropped frames caused by the network but my internet specs are more than enough.
I have the same stream setup in SLOBS and changing scenes don't drop frames. I did lose a couple of frames without even changing scenes though.
SLOBS seems to be more stable.
I don't know which ones you need so here are both:

The last one is full of fake news. I have restarted OBS and I don't use x264.

Looking at my pc's resources:
- CPU: 8-12% changing scenes: 20%
- GPU: core: 20-40% encoder: 40% changing scenes: no change
My streaming specs:
- NVENC new
- 1080p 60 fps
- 6000 Kbps
- Max quality
- 2 key frames
