Question / Help Dropping frames please help me figure it out

I used to stream with slobs for 7-8 months at 6k bitrate / 60 fps with no issue

now without changing anything in the last 2 months i cant even stream at 1k bitrate and 30 fps

isp has been to my house multiple times replaced all the wiring and the modem still the same issue

every time they come over they say everything looks perfect so i have pretty much tried everything but im open and would like your suggestions

im trying to figure out if my pc is broken or if its my 100% my isp thanks
