Question / Help Dropping frames, new issue. Tried everything in the stickied post

Been streaming for months with the same obs settings, and never had an issue until yesterday/today.
I stream for a couple minutes and the start dropping frames until obs says "reconnecting". I stream at 3000 bit rate, my cpu preset is "faster" on my amd fx 8350 8 core @ 4.6 ghz. 720p/60fps. Tried changing twitch servers, moved to hitbox, turned off firewalls, updated drivers, I do not stream over wireless, tried both 64/32 bit obs, etc. Not sure what is going on. Any other suggestions?

This is a problem with your connection or something interfering on your PC. Try a different computer or contact your ISP.

Was ShaperProbe able to run its tests successfully? Are your tests to Speedtest showing normal speeds? Sounds like you might need to contact your ISP.

Median received rate: 38490 Kbps.

Downstream: No shaper detected.
Median received rate: 55850 Kbps.

Everything seems fine with the isp. No idea what the problem could be on the PC. Are there any known issues to look for?
