Question / Help Dropping frames like crazy, PC culprit??

Hi all,
I am new to streaming and have been testing for several days now. When streaming, I'm dropping frames, massively.
My computer is old, and I am trying to find out if it's my computer or my DSL that's the culprit. I only have about 1000 kbps or so up, which I know is poor but I've tried streaming with downscaling from 1080p to 480p with bitrate set at 500 ( I've also tried even lower!).

My computer specs:
  1. Intel Core 2 Duo E7500, 2.93Ghz
  2. MSI P43 NEO-F
  3. Corsair Dominator 2x2GB XMS2-8500
  4. Samsung SpinPoint 500GB
  5. Asus Radeon HD 4870 1GB
I have my eye on a new computer which I'm probably grabbin' tomorrow, but I'd like to know in advance if I can expect a better stream or not.

Specs on the computer I'm eye'ing:
  1. Intel Core i5 6600K 3.5GHz
  2. 16GB DDR4, 2133MHz
  3. 256GB SSD + 1TB SATA
  4. 8GB Nvidia GeForce GTX 1070 Founders Edition,
I'm trying to add my latest log file, but it doesn't seem to work...

I succumbed to my desire today, and bought the new computer.
After a bit of installing different software and all, I tested OBS and streaming to Twitch;
Used Nvidia NVENC, as I now have a 8GB GTX 1070, set max bitrate to 1000 (which I know is high for my poor DSL).

Did a few quick tests, streaming for 3 then 4 then 5 minutes.
NO DROPPED FRAMES =)=)=)

Now some more tweaking and stuff with other software and I'm good to go.
Man I'm so pleased, it's hard to explain. Going from that OLD computer I had, over to this one... I might just start playing games again as well ;-)
