Question / Help Dropping frames in recording, not in game.

I've run into an issue with dropping frames in my recordings recently with no indication of this in game. I don't know what happened, I didn't change my settings.

I've tried reinstalling a few times to no avail. I checked my temps and usage and they're not a problem. Finally I tried lowering bit rate, in game graphics settings to low, and combinations of the two.

I'm just really confused as to what could have happened. Any help is appreciated.
