Question / Help Dropping frames for apparently no reason

So I recently started trying to stream Smite. My specs are:

2.5 mb/s upload
Intel i5-3550 @ 3.30 GHz
8 GB DDR3 Ram
Radeon HD 6950 2 GB.

I was attempting to stream 720p @ 60 fps with a 2000 kb/s Bitrate & Buffer Size.

From what I've read I should be able to easily stream at these settings with my specs but I loaded into a quick practice game and just sitting there for a few seconds while auto attacking would cause my frames to immediately plummet and stay in the red for the entire time after that.

I'd appreciate any insight into this problem, thanks.

You are dropping frames. Dropped frames are a sign of your connection falling behind. To doublecheck what your connection is capable of to a particular region of the world, run an upload test here -- http://testmy.net/upload -- Make sure to test to a test server near the one you would be streaming to.

Thanks for that link. Turns out my ISP decided to lower my speed along with their recently imposed monthly data cap because they are money hungry a**holes with a monopoly in my area. I used to have 3 mb/s but now I only have 1 and I can't even upgrade because it isn't even in my area.
