Dropping Frames/Encoding Overload (OBS Usage 80%+)

(this isn't me, it's my friend, but i've got most/all of the necessary info)

Every time my friend streams Modern Warfare on PC, there's inexplicable framedrops down to 10 FPS ingame and OBS begins using like 80% of his GPU out of complete left field. It only ever happens on Modern Warfare (and typically when he's loading into a match/the match-starting-countdown part), but he's got a beefy PC and his settings all align with something that should be stable in streaming and gaming. It just doesn't make sense because MW isn't shooting up in GPU usage and causing problems, it's just OBS shooting up in GPU usage and returning Encoding Overload errors. We've tried removing intensive sources like blurred scenes and background-running media sources but the problem has persisted through everything; updating drivers, dropping stream output resolution (1080 -> 900 -> 720), setting differing priorities for OBS and MW, and nothing has fixed it.

I guess the question is what are we missing here? Is there something just eating resources in OBS that we're blind to?

also, if you guys need extra info just ask, i've got other log files, detailed computer specs, his MW settings, etc
