Let me say I've tried nearly everything on the suggestions list! I've changed my bitrate, changed all my settings, I'm plugged into Ethernet, my upload speed is 6MBS, I have an 8-core processor, so the problem is either with OBS or my Internet which is Verizon...
Basically, I'll be streaming a game (Mario Kart 8 With Elgato on Wii U for example) and the stream is going okay, but every 5 minutes an insane amount of frames will be dropped for like 7 seconds and then continue on. Sometimes it even disconnects. I have the cpu power, and also the upload speed, I just want OBS to say '0' dropped frames but that's never the case.
I'll post some screenshots of all the settings windows, this is ridiculous when I'm just trying to stream lower than 1 MBS and my stream lags out.

The only thing I can THINK of is that Verizon is bottlenecking my upload speeds? I'm not sure though, ALL HELP IS APPRECIATED!!
