Question / Help Dropping Frames at Low Bitrates, But Not at High Bitrates

If I set my bitrate anywhere from 2000-3250, I get dropped frames (the square goes to red whenever I move on my game).
If I set my bitrate to 3500, I don't get dropped frames (the square stays green whenever I move).

I've heard of bitrate being too high, but too low?

My upload is roughly 5 Mbps.

I'd like to be able to stream at lower bitrates without problems so more people can watch my streams. 3500 is unncecessary for the content I'm streaming (480p).

Okay my dilemma got solved by my friend. I had to disable "Automatic low latency mode" in advanced settings.
