Question / Help Dropping Frames again

I start my stream, and my output FPS are varying from 60fps to 30fps making it very stuttery for the viewers.

I stream on a 400MBPS Download and 40MBPS Upload

Specs:

Ryzen 1800x
16gb Corsair Vengeance 3000mhz
GTX 1070
Msi Gaming Plus x370

change your stream encoder from nvenc to nvenc new

I found my driver for my graphics card was out of date I'll do a test stream once it's updated and report back.

Hi. I have tried what you suggested (Nvidia Nvenc New) and still the same, I have tried different bitrates and also updated my gpu driver... I'm at a loss.
