Chance your ingest server from frankfurt to amesterdam or london. also unless you're having trouble loading videos into an editing software for example you shouldn't have to use cfr.

Tryed London,London(secondary),amsterdam and turned cfr off. but problem nothing changed... after 2 minutes it started doing the same thing on every server.

Well...20 fps during that crazy LSD flashing screen and after exactly 1 minute my bitrate dropped from 1250 dropped to 0-300 (right bottom corner), after that i lowered the bit rate to 500 and tested other servers but nothing works.. I dunno maybe my internet connection is just bad. :)

The 20 fps is a limitation of monitor capture on windows 7 when aero is enabled.

you should run a program called shaperprobe to test your line for shapping on a different protocol. post the results here.

That indicates that you are most likely getting temporarily boosted speeds that fall off after a few minutes. You will need to do a better test to try to find your sustained upload speed. You can try testmy.net 33MB upload test, it's a much longer test than speedtest.net

It says that your upload is getting shaped pretty badly at very low speeds unfortunately.

you can still stream at a low resolution i think, try this.
downscale by 3.0 (532x400)
set the bitrate /bufsize at 700/300
set the quality to 10
set the audo bitrate to aac 64
