Question / Help DROPPING FPS - Can Someone check my Log Files PLEASE?

I was streaming today and i was consistently dropping from 30 FPS to 25 and 21 FPS. I never have this issue when streaming until today so i stopped and started my stream changing things multiple times so i have like 3 log files.

My Computer:
GPU - GTX 980Ti
CPU - i7-5930k
RAM - 64GB Vengeance 3000MHz

Upload - 10Mbps
Download - 156Mbps

Your log files show a lot of duplicate frames, which is typically caused by maxing out your GPU. Are you running with vsync disabled? Turn it on, or find another way of limiting your game's frame rate so that you have some spare resources left over for OBS to function.

On my task manager when i stream it says i only use about 16% of my GPU. So does that have anything to do with this? Or is that just useless info regarding my problem? And i have tried using Vsync but It always drops below 50 fps with vsync on instead of being in the 90's without out it while streaming at 60fps which for some reason seems to work better than 30 fps
