Question / Help Dropping ALOT of frames, Help Please!

So i recently started streaming with obs and for some reason im getting a huge amount of dropped frames. I've tried using anywhere from 3500kb to 1000kb and with the same results. According to speedtest i have 99mb/s download and 10mb/s upload.
my pc specs:
Intel® Core™i7 Quad Core Processor i7-3770 (3.4GHz) 8MB Cache
16GB KINGSTON HYPERX BEAST DUAL-DDR3 2400MHz X.M.P
1TB 3.5" SATA-III 6GB/s HDD 7200RPM 32MB CACHE
2GB NVIDIA GEFORCE GTX 650

any help would be appreciated as to reduce dropped frames while keeping quality up (720p) if you need logs just ask.

The first thing to do is to try different servers to see if you get a more stable connection. If that doesn't help, then you have to lower bitrate until frame drops stop. There's not really much else you can do.

For some reason the secondary London server wont let me connect to it and connecting to a german one will give pretty bad returns i think.

Ack, I just noticed you were on version .553b. That one accidentally disabled the automatic updater. Please manually update to the newest version, it has an updated list of Twitch servers, as they don't allow you to connect directly to the secondary servers anymore.

Also, speedtest.net is pretty much worthless for livestreamers.
To get a good idea of your usable throughput, run a 6MB test at http://testmy.net/upload instead.
