Question / Help Dropping 10-40% of Frames regardless of settings

I've been trying different bitrates, different servers, different everything I can think of -- but I'm pretty new to streaming. I would like to stream to Twitch in 720p @ 60fps and I think I have the hardware and internet to do so. Please let me know anything you might require and how I can post it, and I'll get it in.
 
post a log with a recording/stream in it just record or stream for a few minutes then upload that log file. Find out how to upload logs here
 
@H4ndy that is the tool I used to find that I should be on the US West: LA Server. I did it a couple days ago. As for the logs I'll be posting them right after this post -- my mind is currently blown as I've been trying to solve this problem for 3 weeks and I woke up today to get you guys the freshest logs and I had 0% Frames Dropped. I don't know whether to be happy (it worked) or sad (what if it doesn't work later and I have no idea how to fix it perhaps mid stream). I'll upload 2 logs from today and 2 logs from before today so hopefully it shows some difference.
 
Example 1:

Example 2:
No dropped frames

Example 3:
No info. Neither recording nor streaming session in the log.

Example 4:
No dropped frames
 
That's strange. Maybe I picked the incorrect logs? OBS Studio was consistently telling me that I was dropping upwards of 40% or even 60% (which was backed by the appearance of the livestream itself). The ones from today (the 18th) should have no dropped frames -- I can't tell you why it started working today but in the past it was not. I'll look to see if I can find an older log that had the problem.

But that's caused by your internet.

Probably your ISP was being slow. Whats your internet speed?

Still your connection.

Try restarting your router. Also try using a framerate of 30 instead of 45.
 
Someone else above suggested that earlier. I've used that as well as tested all the US servers personally and it's really obvious that LA is the best server for me.
 
It seems that, at random, the stream can start at 0% dropped frames or immediately be dropping 60% of frames. What's bothering me about this is how inconsistent the issue is, and how many times I've checked the common issues. Any other options would be super appreciated!
 
Sometimes the first 5ish seconds of my stream drop a lot of frames, probably due to the connection just establishing itself. After around 5 seconds its fine though.

It's either your ISP or Twitch server.
