Question / Help Dropped frames

Hey!
Just recently wanted to start streaming since I've got bit better upload now.
I have about 3.8mbit upload (~440kB/s) and I'm trying to stream at 1700kbps (212.5kB/s) and I keep getting ridiculous amount of dropped frames. I've got a pretty decent rig as well, should easily handle this.

Logs attached below.
I've tried pretty much every Twitch EU server out there, still the same problem. Any help on this would be greatly appreciated.

Thanks in advance!

Dropped frames are indicative of an insufficient connection to the streaming server. It appears that you aren't streaming over wireless, so that's good. If you've tried all the EU Twitch servers, you can always try some of the ones elsewhere in the world. Other than that, there's not much you can do other than lower your bit rate. You can try calling your ISP and see if you're having routing issues to Twitch servers, or run a tracert yourself to the servers to see if you can find where the slowdown might be happening.

I tried some American servers, couldn't even push 500kbps to them.. I also setup my own RTMP server and tried streaming to that, same thing, can't do more then 1300kbps without dropping a ridiculous amount of frames :(

I'll call up my ISP tomorrow and see if they know anything about this, or if they are somehow throttling it.
I seem to have a strange upload tho, I can upload through port 80 totally fine (mega, rapidshare and what not) but not stream or FTP at the full speed.. Very confused :/
