Alright I give. I tried everything in the suggestion thread and I'm still coming up with nothing. I don't know how to read the log so I'm hoping if I post it here someone can tell me what the hell I'm doing wrong?
In your logfile I noticed you have Windows GameDVR enabled. This may be a cause of the performance issue as even when you are not using it, just having it enabled in Windows settings it will always hook into the game process and commit resources (Similar to what OBS does when OBS is open, though more aggressively as it also buffers for replay recording)
Your logfile shows you have massive bandwidth issues:

Can you go to the below site and download the TwitchTest utility created by r1ch: https://r1ch.net/projects/twitchtest
This will help you select the best Twitch stream ingest server for your location, as well as your suitable bitrate for streaming.
Hey thanks so much for your response. I tried disabling windows game dvr and windows game bar. I'll run the twitch test again this morning and see if it helps.
Here is a log with about 5 minutes or so of complete frame hemorrhaging.
You have a lot of bandwidth related dropped frames (62.4%) for just ~865 frames processed by OBS.
What is your internet speed meant to be from your provider?
What was the results from TwitchTest?
You should select the Twitch ingest server that has the highest RTT (First priority) with the lowest ping (Second priority)
