The one cause for this would be something interfering with your Internet traffic in general. Consequently, it stands to reason that completely disabling any and all software firewalls active on your PC would in fact very likely solve the issue. Assuming you are behind a router, disabling software firewalls should pose no risk to your Internet security as most routers come equipped with built-in firewalls.

Mind you, there may be more than one software firewall active on your system. Avira's and Windows' own firewall, to be precise.

avira seems to be trouble maker not only OBS also youtube and various speed check. Only 1 fire wall was active though. i would delete avira but i dont want to go without an anti virus software and windows defender (using win8) is not very safe i guess. any further suggestions or just kill silly avira ?

Use Microsoft Security Essentials. It is a great antivirus and doesn't get in the way of things like other AV programs.

Not that great, to be honest. I'd personally recommend Avast.
Meh. I never have virus problems regardless. R1CH's guide that Krazy linked above is a good way to go.

Well, yeah... DEP to AlwaysOn (or Opt-Out) is a very safe precaution either way. But, an AV with a good score won't hurt. I can testify to Avast. Been using it for quite some time myself and it's reasonably lightweight, typically scores really well in tests and has not yet caused any false positives for OBS yet. ;)

Unlike... Norton!... :P :P :P
