Don't set your base res to 720p. It frankly makes your stream look like crap. I've tried it, the downscale works a LOT better.

Dropped frames mean a network issue. (It's lagged frames indicate a local issue, and you don't appear to be lagging much for the majority of your stream.) Speedtest won't help you here; it tests DEAD file transfers; takes the average rate of a file, which can run WAY below your 'rated' speed for most of the transfer, and spike WAY above briefly to make it even out.
Go run the 6MB test at http://testmy.net/upload and you'll get a better idea of your actual constant throughput.

Also, be aware that you'll need to leave some margin for the game's network communications (which also rely on constant, not burst-mode throughput). If your ISP is especially bursty, you may have a lot less constant/baseline throughput to work with than you think.
