Question / Help Dropped Frames Weirdness

Both My friend and myself are getting massive dropped frames while streaming a Black Screen to YouTube, even Minecraft Single Player games, but Multi Player Stream just fine. This is the biggest oddity I have ever seen, and it just started yesterday, June 11,2017. Any ideas? No changes in IP Speed are noticed and no changes in OBS were made when the trouble started... Thanks for any input on this crazy problem.

It seems lowering the bit rate, OBS was not actually lowering it, but raising the bit rate back up, improved the frame drop... instead of 20-25% drop it went to 1-5% drop which is more acceptable. It seems there is a memory issue with the current release 19.0.2 bit rate slider, and the maximum is not a hard cap, as it is still exceeded when set at a certain rate.

Do you think I should try a stream with raising the bit rate even higher as a test? I haven't tried setting it higher than 4000 yet.

Well, the issue is He has a low amount of upstream bandwidth, so it would overrun his stream capacity.. while mine.. is just a bad modem at the moment. Once we lowered it, tested with only small improvements, raising it made huge improvements. We are thinking it was a Windows 10 update boon-dongle that messed things up. thanks for the input though. We may still try it and see if things go awry again.
