Dropped Frames (Network)

I have an issue with Dropped Frames (Network). I've been streaming for a couple of weeks without troubles. Last 4 days I can't stream because I have drops. Wrote to my provider. It rehosted my network but nothing changed. Network in OBS options is optimized. Changed servers. Sometimes bitrate is 3000 (need to be 6000), sometimes drops for 0.

What have you done for real-time monitoring of your network (LAN and WAN link, before and current)?
The only reason to not really need to do that, is if your OBS PC is wire connected to router, no other device powered on and connected via LAN nor WiFi, and your monitor LAN traffic at OBS level.
It could be your ISP or your WAN connection (ex contention on cable modem based network at certain times of the day)? it could be the streaming settings you are using, and your content delivery provider (CDN), or it could be something on your LAN (the culprit more often than not)
