Dropped Frames (Network)

Hi, I'd like to talk about my problem here that's happening since March this year. I am not able to do a perfect live stream since I drop frames randomly. I even bought new PC and realized this has something to do with my internet, right? I need someone to take a look at my log files and see if anything's wrong out there that I should fix. My internet is 150/10 and my ISP told me everything looks perfect.
I am streaming on 6000kb/s mostly using NVENC encoder, and sometimes I try x264 just to see on which one I will have more dropped frames. So basically it looks like this when I'm streaming. My bitrate randomly goes up and down even if it's set on CBR. If it reaches close to 0, then the stream gets shut down. Sometimes it goes down to 4000 and up to 9000 randomly.
I talked with my ISP manager about this issue and he basically said they did everything in their power to help me out but nothing seems to work at all. I use dual monitors one with 144hz and 2nd with 60hz refresh rate, but my Windows version is 2004.
I tried using Advanced Settings > Dynamic change bitrate when dropping frames > Enabling new networking code > Low latency mode and nothing helps out. When I drop frames the stream becomes enormously pixelated when my bitrate goes below 2000~3000 on random occasions.

Manli GTX 1070 Ti 8GB
HyperX 16GB Fury RGB DDR4 3466MHz CL16

By the way same problem happens whether I am using Streamlabs OBS or OBS studio.
