I've done a bit of scouring the web and it appears this is a common issue with folks and streaming. I've tried a lot of different fixes and it seems currently the only way i can get a basic quality stream going is to uncheck the force encoder settings from stream provider and set a server location to a Dallas ingest server whilst i'm located across the US from this location. I know i've also read that it's not always based on location, but usually this makes a difference. I also have to set my bit rate to 1500-1700 which is really poor quality for a 720 stream @ 60 fps.
I'm currently streaming from my X1X to the Xbox app with game capture into Windows 10 and OBS. The Xbox app states i can stream in High Quality - I have a internet connection of 185 down and 25 up - and i know those aren't hard figures, but i've hit mulitple tests - 180/25 up on speedtest.net and 135/19 up on testmy.net. Additionally I ran a trace route to the mixer servers:

I've added a log of what happens if I set my bitrate to 3200 which i should clearly be able to handle with my connection. Can someone look at what i've got going on and give me some advice/tips on what could be limiting me from having a more quality broadcast? Any help is appreciated.
