Question / Help Dropped Frames in OBS Randomly

Hello everyone!

I just started streaming League of Legends with OBS on Twitch last weekend. Last weekend I was able to stream in 1080p at 60fps with no dropped frames. But recently, (Friday and Saturday) I've been dropping frames and I'm not sure if it is due to my settings or some other reasons. I have switched to streaming in 720p, and am having the same issue still. I'm going to upload a log file from my stream yesterday, and hopefully you can help.

Here's info about my computer.

CPU: Ryzen 7 1700x 8 core
Graphics Card: GTX 1060 6gb
Internet: 30mb download; 5 mb upload

I am not lagging in game, and the total CPU usage is only around 8%. I'll attach images of my output, video, and general pages of OBS if that would be helpful too.

I've looked at that article, and it didn't seem to help with my issues! I've tried the steps it recommended. I guess I'm having trouble determining if it is some setting that is causeing me to drop frames/lag frames, or if it is my upload speed.
