Sounds like your GPU is overloaded. Limit the in-game fps either by enabling vsync or some other kind of fps limiter so your GPU usage doesn't hit 100%. OBS requires some GPU time too and if the game uses all of it, OBS will struggle to maintain fps.

Also don't mix dropped frames with fps drops, those are 2 different things. 48 fps is a bit weird too. You should stick to 30fps or 60fps

Why would a fast GPU help to avoid a GPU bottleneck in any way, when you play without fps limit in the game?
Without such a limit, your system will try to push as many fps as possible, so one component will run maxed out and become a bottleneck.
With high IPC and Clock rate CPUs (like your 8700k), it's pretty easy to fully utilize a GTX 1080TI, especially with 1440p or higher resolutions.
