Question / Help Dropped frames but 70+FPS in game.

Issue
It's not my system or graphics card. In game I remain 70-80+FPS. But however on stream, its chopping down to 40-50. I don't understand. This is killing me.

So if its not my internet, not my rig, what is this issue? Why am I losing frames? I also use Windows 10 Creators update.
