Dropped Frames and Low Bandwidth

Since last Wednesday I have been having major Bandwidth issues. I have troubleshooted by doing each of the following:
Testing the bandwidth on a different devise with the same connection as my pc - turned out completely fine
Lowered my resolution, bitrate, and graphics as a whole - no effect
Deleted any recently downloaded apps which would interfere with OBS - no effect
The only difference from today and the last week was the server NA: Mexico, Queretaro (4) was working completely fine and decided to stop today. Is there any other way I should troubleshoot to fix this issue? Here is a log file of my most recent attempt today.

1. The Hardware-accelerated GPU scheduling ("HAGS") feature in Windows is currently known to cause performance and capture issues with OBS, games and overlay tools. It's an experimental feature and we recommend disabling it via these instructions.
2. Killer's Software Suite is known for its poor performance and issues when trying to stream. Please download the package from the vendor's page , completely uninstall all Killer NIC items and run the installer, choosing to only install the Hardware Drivers.
3. Settings > Stream > Use Steam Key > You either need to disable Enhanced Broadcasting or limit the max streaming bandwidth, something below 4000. If you disable Enhanced Broadcasting, enable dynamic bitrate by going to Settings > Advanced > Network. Do that before you start streaming.

I just tried all of this and got a bad result again. I don't know if this looks any different on your side, but here is the most recent log I did to test if this will work.
