Dropped Frames and 0 Kbps when streaming League

Im streaming League of Legends on Twitch via OBS.
Other games work fine, with no issues. As soon as I load a game with League of legends, My frames drop to 18%, and my internet on obs goes to 0 Kbps.

Before League loads, my frames are fine and my KBPS is as 9000! It's LITERALLY only when I stream league of legends? Can anyone tell me why or how to fix it?
Ive tried doing the stream on youtube, got the same thing. My internet is good, running at average 350-400mb/s download and 55mb/s upload.

Ive spent SO LONG trying to find the issue and I just cant. Ive asked help from loads of people and nobody seems ro understand why it ONLY does it for League of Legends. and It's the only game I wanna stream!!

Quality is the metric you should be looking at on the Twitch test, 100 is the max.

Game Scene is bugged. Remove a capture.

Next, I need you to open OBS & stream for a few minutes. After your done, close/re-open OBS & post the previous log.
 
I Only use Defender & Windows FW & have no idea what AVG is doing in the background to slow things down.

and then there's this. Clearly you didn't read the troubleshooting link I provided above.

16:28:00.721: Lenovo Vantage / Legion Edge is installed. The "Network Boost" feature must be disabled when streaming with OBS.

The twich quality test is 97.
the Lenovo vantage is now disabled. thats my fault, i did see it but miread it as 'Enabled'

I THINK ITS FIXED!
Ive disabled the network boost on Lenovo and i think its finally working and running at high speed.
 
Cool! There was no encoding session in the log

I also noticed your monitor is running @ 75HZ. For best quality, you should be running that bad boy @ 60HZ. Timing is everything.....
