Dropped Frame - I tried everything

I have been streaming stably for 2 years, recently updated obs and windows, I don't know what the error is. I have tried everything in the forum, reinstalled windows, reinstalled obs. My internet is normal, I have tried with another PC, no error at all, only my PC. Has anyone had the same error as me? Do I have to buy use another PC to be able to livestream T.T

Display capture must be on it's own separated scene because it causes interferences with game and window capture methods.
It may happen that your internet upload speed is too low for this, or your ISP have issues within the RTMP protocol.
