Question / Help Dropped FPS when recording

I apologize in advance for my English.

I record video in 60 fps, but fps dropped to 20-30 ... Question: what the heck? (P.S. before the reinstallation of Windows everything was normal) In addition, the very recorded video taps, it goes smoothly to 60 fps, and then 5-10 seconds starts to lag then it becomes normal and again everything is smooth, there are no FPS drop in the game.
Previously, my videos were recorded in a stable 60fps, even if there were FPS dropped in the game (even at 30 fps in the game, the video was recorded at 60 fps but with an uneven picture). Now FPS in the recording is very much falling and all video is freezes.

Don't save directly to mp4
Turn OFF gaming mode in windows

And provide a log showing you actually trying to capture a game.

Xbox DVR - OFF. And why dont save mp4? I always recording and everything was fine

Record to FLV or MKV. If you record to MP4 and the recording is interrupted, the file will be corrupted and unrecoverable. If you require MP4 files for some other purpose like editing, remux them afterwards by selecting File > Remux Recordings in the main OBS Studio window.

It did not help me( What about AMD encoder? May be reason in him? I have last video driver, and i updated my chipset driver, also i have last version OBS. And i dont understand why OBS unstable work :(
I will repeat: before the reinstallation of Windows everything was normal with the same settings... But earlier it was version 19.0.2, now 20.0.1..

Well.. I full reinstall video driver. I deleted OBS 20.0.1 and install OBS 19.0.2. I disabled all plugins... And nothing help me.... Help me please(((((

It became better, but there was more pressure on the CPU. But why not working AMD encoder? Previously, it worked

But recently at me the SSD died and I had to reinstall Windows, After that, this problem appeared....
