Question / Help Drivers out of date error even after fresh install

So I was getting the driver out of date error

So I did a clean install of my Nvidia driver. Uninstalled it then custom install and clean intall.
I'm still getting this error though. I'm using the new NVENC encoder on my dedicated GPU.

If your graphics drivers are up to date, it's possible that your computer has too many NVENC sessions running.

1) Disable NVIDIA Shadowplay
2) Open the Windows 10 Settings app and go to Gaming -> Captures and disable "Record in the background while I'm playing a game" and see if that helps.

NVENC on consumer GPUs is limited to 2 sessions at a time (for example, recording + streaming in OBS)

I have a dedicated GPU. A RTX 2070 super. I disabled shadow play and it still isn't working, also the record in background was already off. I would rather not use my cpu to encode and would like to use my RTX card to encode instead as it would be less stress on my system.

Specs:
Z370-A Board
i5 8600k - water cooled
RTX 2070 Super
24 GB of ram
