Draw Plugin is not working

You need to get in contact with the developer of this third party plugin to know when and if it will be updated to support OBS 33.
In the case you really need it, reinstall the previous OBS version you've being using and wait until the plugin is updated to upgrade OBS.
 
I'm glad someone else has found that this great plugin is no longer working. I really hope it gets updated. OBS 33 really messed up a lot of plugins.
 
OBS didn't messed up any plugin. The plugins needs to be updated.
Never update OBS until you figure out if the plugins you use are updated and compatible with the new version of OBS. Even then, first test it on a non production environment to avoid any other issue it may occur.

For issues with SE plugin you need to contact their support directly.

No, it actually did mess up plugins, because after updating to version 33 and found out that they changed things making it so that Streamlabs plug-in no longer worked, I reverted back to version 32.2.2 and got Streamlabs Plugin to work. Now tonight it's broken all over again on version 32.2.2. OBS won't even open. I uninstalled both OBS version 32.2.2 one that was known to work with it and streamlabs's plug-in was downloaded again and it doesn't even allow OBS to open.
 
SE plugin always break OBS until they "fix" whatever change they made to OBS that cause the issues. That's why when you uninstall SE plugin you're forced to not only uninstall SE plugin, you need to manually remove the leftover files they keep in %appdata%\obs-studio\ followed by the uninstall and reinstall of OBS in order to fix any other changes they made.
This is a known issue for no less than 5 years (it's more). This forum is full of answers telling people how to safely remove this plugin.

Now, in any update it could happen some plugins may not work due to how it was programed. An update to the plugin fix the problem. Normally the developer of the plugin try a permanent fix, so it don't break every minor update.
This isn't the case of SE plugin which normally stop working on basically any minor update due to how the add and modify OBS.
Whatever issue you have with this plugin you need to contact their support directly.
