Question / Help Downscaling/settings question

Hello all!

I'm running an i7-4790k quadcore devil's canyon 4.0Ghz cpu / Gtx 770 Graphics / 16gb ram 2400 speed
I have 90 down / 12 up speeds http://i.imgur.com/BdLSAiu.png visible here on twitch test at 10,000+ bitrate to Miami server.
My monitor is a BenQ XL2730z with a base resolution of 2560x1440 so I have been scaling it down by 2.00 to get (1280x720)
I think this is causing the blurriness on my stream. Any ideas for a solution? I've tried running up to a lanczos filter, 60 fps, and anywhere between 1800-3500 max bitrate. I've played around with custom buffering too and am aware if I go above 2k bitrate (not partnered) on twitch that it will cause the stream to buffer for viewers.
Currently my settings are:
x264 encoder
use CBR
enable CBR padding
Max Bitrate 2500
Buffer Size 3300
Audio AAC / 128 bitrate / 48kHz / Stereo

Video Custom 2650 : 1440 / Resolution Downscale: 2.00 (1280x720) / Filter Lanczos / FPS 60

I've also tried other downscales that were slightly higher or lower with no success.

Any help would be greatly appreciated. My target is to run at 720p without blurriness.

I have tried 2000k bitrate and also tried without a custom buffer size. I will try with framerate of 30, but I don't know if that's honestly going to help.
 
Non-partnered USABLE bitrate is 2000kibt. 3500 is theoretical maximum. Above 2000kbit, your viewers end up stuck in buffering hell due to twitch viewer routing issues.
 
Then you're either going to have to live with it or change to a streaming provider that doesn't shaft low-viewer streams.
