Question / Help Does upload have to do with fps?

hi so at one house i have a steady 4.26 upload and its very consistent. i have a kinda weak computer but i can stream 720p 60 fps on mw2 just fine and it looks great. at another house i have an inconsistent internet but a great pc and my fps doesnt stay at 60 in obs.

The speed at which you can render video (frame rate) is limited by your computer's power (CPU and GPU). The speed at which you can upload video (bit rate) is limited by your internet connection to the streaming server.
