Does the CPU and GPU matter if you are using the nvenc in a 1660?

Hi, will a better CPU and GPU matter for streaming? I have a i5 8500 and a GTX 1660 which has the nvenc chip. I currently am using 40 percent CPU and 12 percent GPU using the nvenc encoder. This is on a streaming pc and not a gaming pc. I am getting input lag on my gaming pc if I don't disable the preview window, and minimize OBS altogether. I have found that setting the cpu priority to real time in OBS has helped but it's still not totally lag free compared to OBS being shut off.

I do have an i9 9900 and a GTX 2080ti. For me to upgrade I'd have to get a new power supply and cpu cooler. Will upgrading make a difference considering that I'm not maxing out anything currently? Has anyone noticed a difference using OBS with better CPU and GPU using the NVENC encoder?

You will experience some input lag anyway when using OBS, as it reserves some GPU resources at startup.
The more productive your equipment, the less the problem will manifest itself. Everything is relative. It is worth optimizing Windows, OBS, overclocking your PC. Create conditions to achieve maximum performance and minimum delay in the game.

Like you, I turn off the preview so as not to waste GPU resources on rendering the scene in the preview window, but I never minimize the program. Another problem may lie in the different refresh rates of your monitors. This can be checked by simply moving OBS to the main monitor.

I only have 1 monitor on my gaming pc and one monitor on my streaming pc. I've tried having 2 1080p monitors at 240 hz. One one the streaming pc and one on the gaming pc. I get the same issue.

Currently I have a 60 hz 1080p for my streaming pc/monitor and a 14400p 240 hz for my gaming monitor. Sending a signal to my capture card at 1440p 144 hz. Same amount of input lag as when I had two 240 hz 1080p monitors.

I don't understand how OBS on a streaming PC causes input lag on a gaming PC. Except for that they are connected by a cloned signal from the gaming PC. Oh and as far as resources, my GPU is only using 12 percent with the preview window on and my CPU is using 40 to 50. So it's not like I'm maxxing out. It's bizarre
