I record my YouTube videos on OBS and am considering getting a pretty high-end AMD desktop so i can edit quicker and so my games look better. However, I'm reluctant to buy one because you need integrated graphics to run display capture as far as I know and the Ryzen 9 3900x doesn't have integrated graphics. Could I still run display capture that way?

The duality of integrated graphics and external card is only relevant for laptops. The iGPU is required for power saving purposes in laptops.

You seem to speak about a desktop PC, and on a desktop it is sufficient (and common) to have one single powerful external GPU and no iGPU. It's even the recommended setup to have one card only. If there is only one GPU, display capture will work every time and for every display you connect to this GPU.
