Question / Help Does my max bit rate need to be higher than my regular bit rate when using variable bit rate?

I am using OBS to record videos locally to my hard drive, I want to use variable bit rate so when say nothing is happening the bit rate will lower. The video sharing site I use will compress videos that are above 7mbps so I need to make sure it doesn't go higher than that; however I would still like the video quality to be as high as possible so would it be okay to set both the bit rate and the max bit rate to 7000kbps or does that cause issues if they are both the same?

If you're doing local recording, use CRF rate control to modulate quality. 15 = high quality, 25 = lower quality. What the actual bitrate will be depends on the content; you'll have to adjust as needed to ensure you don't go over your target bitrate.
